We are currently recruiting for a Contracts and Disposals Manager in Essex.
Pay rate: PAYE £340.94 per day/UMB £450 per day.
Hours: Full time (37 hours per week).
Contract duration: Temporary ongoing
Purpose:
To manage and monitor the quality and financial performance of all Place principal external contracts. This includes ensuring that all contracts are compliant with legislative and other regulatory prescriptions, including internal Constitutional, procurement and financial regulation procedures and policies.
Duties:
- Ensure that all waste contract facilities operate in full compliance with the Health and Safety at Work Act 1974.
- Oversee and manage the development of new initiatives within existing contracts that contribute to the Client.
- Ensure that contract processes are performance led, subject to ongoing evaluation and meet the needs of the Directorate. This includes ensuring that performance data from the contracts is available to enable the Client to ensure that it is delivering value for money and can benchmark services.
- Ensure that there is a prompt and effective response to any issues and instances of non-compliance in relation to contracts.
- Take a lead role in the procurement processes relating to contracts for Public Realm services.
- Actively explore the potential for development of joint contractual arrangements with strategic partners and other external public or private sector organisations.
- Work with internal and external advisors to develop and ensure the delivery of robust and effective marketing and procurement strategies, processes and procedures to compliment Corporate and Legal requirements.
- Prepare and present reports to senior officers and members as may be required from time to time.
- Contribute to the development of strategic plans for the Directorate.
- Ensure that all managed or overseen activities are delivered within budget.
- Actively consider new and innovative ways of working that recognise and promote change, to improve services and achieve strategic objectives relating to potential commercial operations and contract management.
- Work effectively with stakeholders, both internal and external, to ensure that any Place services to be provided to external parties can be delivered in a cost effective and sustainable manner.
Experience:
- Experience of managing multiple complex contracts within a partnership and performance management framework
- Experience of contact procurement and administration
- Demonstrable experience in the tendering and letting of contracts
- Experience of contract procurement regulations and best practice.
