Purpose: Peel Solutions is mobilising a team of experienced investigators to deliver an independent crime review programme for a UK police force. The programme reviews recorded crime, assesses the quality of investigation and supervision, and identifies where further work or a positive outcome is achievable, supporting the force ahead of an HMICFRS inspection. This overview summarises the role for prospective and confirmed team members.
Duties:
Working remotely as part of a managed Peel team, Investigative Consultants carry out structured, desk-based reviews of recorded crimes against an agreed framework. The role is assessment-focused: consultants review and advise and refer cases back to the force — they do not take ownership of investigations.
- Case review – Review allocated crimes against a structured assessment framework.
- Quality assessment – Assess whether investigation plans and supervisory oversight are effective and adding value.
- Opportunity – Identify outstanding reasonable lines of enquiry and crimes where a positive outcome is achievable.
- Referral – Record findings clearly and consistently and refer cases back to the force with a concise outline of the work required.
- Themes – Contribute to thematic findings on recurring quality issues.
Experience:
- Experienced investigator (PIP2) with a strong understanding of investigative quality, evidential standards, and outcome decision-making.
- Must be proficient in using NICHE (no training provided).
- Confident assessing reasonable lines of enquiry, victim contact and disposal options against policy and good practice.
- Comfortable working remotely and independently, managing a steady caseload at pace.
- Clear, concise, and consistent in written assessments.
- Able to meet the force’s vetting requirements.
